Northampton Conservation Commission clears DCR parking project with sand-only condition and issues partial condo compliance at January 22 meeting. The commission voted unanimously four times, approving a negative determination for Massachusetts Department of Conservation and Recreation parking lot and sidewalk repaving at 136 Damon Road near the Connecticut River Greenway, with conditions requiring sand rather than chemical de-icers and keeping snow storage outside the 100-foot wetland buffer. Consultant Heidi Fisher of AECOM presented for DCR; Commissioner Downey raised the snowplow-runoff concern that drove the attached conditions.

The commission also unanimously granted a three-year extension of order of conditions for 25 Maple Avenue, citing COVID-related financial hardship and an unchanged resource area boundary. At 225 Nonatuck Street, consultant Michael Chalminski of Stantec found the wetland intact but documented an uninstalled fence, an unverifiable planting plan, a downed utility pole, and a brush pile in the buffer zone — enough outstanding items that the commission issued only a partial certificate of compliance, leaving a title encumbrance that is blocking at least one unit sale until a final certificate can be issued.
