EASTHAMPTON — The Rent Study Committee voted to recommend a home rule petition on rent stabilization to the City Council. The draft sets a 5% annual cap and, under option E2, lets owners set a new starting rent when a tenancy ends. Members rejected a 25% partial reset on a four-to-four tie, then adopted E2 on a second try and rejected a capital-improvements option.
One member said that without decontrol the petition would struggle in the Legislature, while another urged "just show us the receipts." The petition is expected to go to the Rules Committee after the Sept. 16 council meeting.
