Planning Board endorses Old Farm Circle plan, holds Hamilton Street ANR

Belchertown Planning Board gives Woodland Lane developer 90 days to fix neglected drainage basins. Meeting without Chair Dan Beaudette, the board voted 4-0 to endorse an amended subdivision plan for Shelterwood Management LLC on Old Farm Circle, dividing a 3.04-acre lot into three parcels. Members pressed developer Andre after roughly four and a half inches of rain in about 11 to 12 hours flooded a neighbor's yard, with staff member Linda testifying the site's infiltration basins "have not been maintained" since at least 2024.
The board ordered monthly progress reports starting Sept. 8 and an independent engineering certification within 90 days before the town will consider taking over the road. A second ANR, for a Hamilton Street property tied up in the estate of the late Marie Bronner, was continued after a lot-line discrepancy surfaced. Town Planner Doug also floated loosening industrial-zone business rules to fill a vacant mill building, ahead of an Aug. 24 joint meeting with the Select Board, EDIC and Creative Economy Committee.
