Hadley ZBA Rejects Rocky Hill Flower Stand Bid, Continues North Hadley Hall Hearing

HADLEY — June 9, 2026 — Hadley Zoning Board withdraws flower stand bid, delays historic hall apartment vote pending legal review. The board, chaired by Andrew Barbadier and including members Jason Bahanowitz and Iris Tang, moved through three hearings at its June 9 meeting. Christian Rahn of 134 Rocky Hill Road withdrew his request for a use variance and a 25-foot front setback variance to operate a small seasonal flower stand, after Barbadier stated he would vote against it and warned the variance "would not survive court challenge" given neighbor opposition from abutters on Rocky Hill Road. Amy Allen of 20 Mount Warner Road won unanimous approval for rear and side setback variances to add a barn-style structure to her 24-by-24-foot home, with topography and zero abutter opposition driving a quick decision. The longest hearing, on contractor Rick Ramucci's bid to convert the former 19th-century North Hadley Town Hall at 239 River Drive into five two-bedroom apartments alongside his construction business, was continued to July 9 after Barbadier said he needed to consult Town Counsel on deed restrictions governing an adjacent ball field before the board could assess parking conditions.
