Northampton Housing Authority board approves FY27 budget placeholder, grant bids

Northampton Housing Authority board passes four unanimous votes and reports a new $64,000 grant amid an open meeting law dispute. Chair Patti Healy confirmed the board's prior 4-1 vote to hire Sharon Kimball as permanent executive director, pending contract certification by the state Executive Office of Housing and Livable Communities. Commissioners approved a federal FY27 budget place-setter resolution, an affirmative-action waiting-list report showing minority representation of nearly 24 percent in elderly/disabled housing and nearly 54 percent in family housing, and authorization to submit a state creative-economy grant application due Thursday.

Resident Lisa Morales objected that the meeting was rescheduled without 48 hours' notice and said she would file an open meeting law complaint; NHA counsel Attorney O'Connor said the meeting was properly posted "48 business hours before the meeting." Kimball reported a $64,000 grant for digital-literacy training and computer-lab upgrades at Florence Heights, Tobin, Salvo and Hambling Court.
