Belchertown Planning Board unanimously approves Moon Path definitive subdivision plan
BELCHERTOWN — March 10, 2026 — Belchertown Planning Board approves 18-lot Moon Path subdivision and recommends against exercising right of first refusal on three Cold Spring Road lots. The board voted unanimously Tuesday to approve the definitive subdivision plan submitted by applicant Jason LaFleur and Sons, attaching one condition: 13 of the 18 lots must be held in covenant as a performance guarantee, with four available for release at the outset. Peer-review firm Tye and Bond reported all outstanding concerns resolved, and the DPW submitted a same-day memo stating no further objections. Debate over the applicant's $130,000 per-lot valuation was unresolved — board members noted comparable lots along Cold Spring Road are selling at roughly $75,000 — but members said the town's subdivision regulations provide ongoing authority to adjust the guarantee as construction proceeds. In a second unanimous vote, the board recommended the Select Board decline to exercise the town's Chapter 61A right of first refusal on three lots owned by David J. Fry and Vala M. Fry, under contract to ProForm Construction Incorporated and a buyer identified as Ms. Kibby at approximately $75,000 each, after state wildlife agencies previously declined to purchase the parcels for addition to the adjacent Herman Covey Wildlife Management Area.
