Belchertown Planning Board rejects subdivision plan for Old Farm Circle over a missing owner-of-record notation. The board voted 4-0 Monday to deny an Approval Not Required plan submitted by Shelterwood Management, LLC for Map 104, Lot 7 on Old Farm Circle — a 3.04-acre parcel proposed for division into three lots — because the Mylar plan omitted the name and address of the owner of record as required under Section 270-12(a)(5) of the town's subdivision regulations. Vice Chair Elizabeth Pols, presiding in place of Chair Dan Beaudette who attended remotely, said "from a precedent and consistency standpoint we have not approved these without the owner of record on the Mylar." Beaudette added that surveyor Harold Eaton and Associates has produced incomplete plans before and suggested the denial was an appropriate line to draw.

The board also voted 4-0 to recommend the Select Board not exercise the town's right of first refusal on a Chapter 61B parcel of less than one acre on South Liberty Street owned by Thomas and Deborah Oblicky, with members citing an estimated $80,000 cost for a parcel lacking distinctive conservation value.
